On Tuesday, November 12, Plainview’s Mayor and the City Council held their monthly regular meeting in the City Council Chambers at 6:30 p.m.

The first topic was the One and-Six-Year Street Improvement Plan which began with opening a public hearing on the topic. Bernie Straetker of Miller & Associates explained the purpose of the One-and-Six-Year Street Improvement Plan, which is necessary for the City of Plainview to receive Highway-Allocation Funding each year. The City received $223,112.44 in 2024, with an expected 2025 funding of $231,803.00. Funds are to be used for the maintenance and improvement of the municipal streets inside city limits. A formal resolution to adopt the plan will be passed at next month’s council meeting.

Following the closing of the public hearing, the October minutes of the regular council minutes were approved, as well as the claims and payroll.

Police Chief Hallock reported that two nuisance abatements were completed in October and there are more letters that have been sent out to property owners. The dog-kennel license has been approve. If captured, local dogs-at-large will start being placed in the kennel.

Discussion then turned to utility rate increases. A base rate of $5.00 for water, $3.00 for sewer, and a 3% increase for the electric lease were proposed.

The ordinances for these will be presented at December’s council meeting.

The City Council then discussed bids for renovations for the relocation of the police station from the current location to the former community room. Bids were received from Noble & Kollars Construction for $27,260 and Hardisty Construction for $20,200. Council members approved the bid from Noble & Kollars which was carried 4-0. The Council also discussed the bids for electrical work necessary for the relocation of the police station. Bids were received from Seth Williams Electric for $6,000 and Petersen Electric for $5,800.51. The Council chose the Seth Williams Electric bid and the motion was carried 4-0.
